The only visa that can be applied outside of Ireland for your Thai girlfriend – Thai wife is a Tourist Visa for Ireland.
The Irish tourist visa will allow your Thai girlfriend to travel to Eire or Southern Ireland for 3 months. The application and any other documents must be written in English or certified translated into English

As the sponsor it is extremely important that you can prove that you have been to Thailand on more than one occasion to be with your Thai girlfriend – Thai wife.
